使用说明

当 AI SRE 自动化规则需要接收指定 On-call 协作空间的新故障触发事件时调用。
source、consumer、consumer_ref 共同标识订阅；省略 subscription_id 时会按这一组标识创建或更新。
仅支持 Critical、Warning、Info 三种故障等级；enabled 省略时默认为 true。
每次调用都会记录到账户审计日志，请不要把敏感信息放在请求字段中。
